Message of Minister of Information of the Republic of China (Taiwan), Mrs. Vanessa Shih *
The Republic of China, having established the first democratic republic in Asia, will celebrate its 97th birthday Oct. 10. Looking back at our nearly one hundred years of history, you can see many great sufferings and forced displacements due to the difficulties of the wars on the continent (1912-1949). With this painful experience in the soul, the fruits of development and modernization that we have collected in Taiwan are more dear to us.
You probably enjoy watching movies and Oscar-winning director Ang Lee, or have exulted to the excellent performance of Yankee pitcher Chien-Ming Wang. Both of these celebrities are from Taiwan. Surely you will use high-tech products such as laptop or iPhone products, most of which are manufactured in Taiwan, the island of technology. Perhaps you've never been in Taiwan, but the 17th largest economy in the world is linked more to you than you can imagine.
The dedication and energy of the Taiwanese people have created the economic miracle that has invested Taiwan negli anni Settanta. Lo spirito taiwanese, compassionevole e generoso, ha inoltre contribuito al raggiungimento della democrazia. Nel dossier Freedom in the World 2008, redatto dalla statunitense “Freedom House”, Taiwan è stata considerata come in possesso del più alto grado di libertà sia in quanto a diritti politici sia in merito a libertà civili. Inoltre, nell’annuale rapporto del francese Reporters Sans Frontieres , la libertà di stampa in Taiwan è stata indicata come al primo posto nel continente asiatico. Lo scorso marzo, Taiwan ha condotto ancora una volta con successo l’elezione diretta del Presidente, completando così il suo secondo pacifico passaggio di poteri e rendendo Taiwan l’orgoglio della comunità cinese internazionale e un modello per le società cinesi di tutto il mondo.
La nuova amministrazione della R.O.C. (Taiwan) è in carica da meno di sei mesi. Durante i drammatici cambiamenti in corso nella situazione internazionale, il Governo sta andando incontro al contempo a sfide e opportunità. Noi stiamo lavorando per affrontare le principali questioni in modo pragmatico, in armonia con questa nuova era. Economicamente, la nuova amministrazione sta cercando di conseguire riforme istituzionali attraverso la deregolamentazione, mentre allo stesso tempo prende le misure necessarie a rafforzare le fondamenta economiche del Paese attraverso la ristrutturazione. Immediatamente dopo essere entrati in office, leaders of the new administration focused on the expansion of domestic consumption, revitalizing industry and changing the tax system, hoping to rebuild Taiwan as a "center of Asia and the Pacific for the management of resources." At the same time, the Government is working on the adoption of measures to save energy and reduce harmful emissions, in order to facilitate the improvement of our industries.
Socially, the new administration has dedicated itself to building a strong welfare state, taking to heart the advantages and disadvantaged groups achieving greater social justice. All this aims at creating a middle class richer e a incoraggiare lo sviluppo di una società sempre più moderna.
In merito alle relazioni nello Stretto, il nuovo governo ha ripreso il dialogo con la Mainland China alla luce dei princìpi di “accantonare i dissidi e perseguire soluzioni cooperative”, nella speranza di allentare le tensioni nello Stretto e creare un nuovo e pacifico stato delle cose.
Diplomaticamente, ci siamo spostati verso il principio di “democrazia flessibile”. Abbiamo lavorato per rafforzare la sovranità della R.O.C.; per consolidare i nostri legami diplomatici; per migliorare le relazioni bilaterali, in particolare quelle volte a ricostruire la reciproca fiducia con gli Stati Uniti. Stiamo anche lavorando for the construction of a "Taiwan-Japan special partnership," as well as for the enthusiastic participation in international organizations, acting as a "responsible shareholder" of international security.
On 20 May, in his inaugural speech, President Ma Ying-jeou said he hoped to become an advocate of peace between the two sides of the Strait, under the three principles of "no unification, no independence, no use of strength. This has helped Taiwan transform successfully from a agricultural society and a giant diamond in the global information industry, from authoritarian regime to free democracy. It 's a great achievement, we are proud. In the future, we will continue to move forward with confidence and courage, working to build a global system that strengthens the ties between Taiwan and the international community. Due to its vital democracy, a flourishing culture and admirable economic development in Taiwan, we are sure to ensure the respect and international recognition.
